U.S. military restricts troops on Okinawa after Marine’s arrest over woman’s murder

U.S. military personnel on Okinawa, Japan, will face a 48-hour ban on off-base liberty and alcohol after a Marine was arrested on suspicion of robbing and murdering a Japanese woman. A 30-day period of restrictions, including a nightly curfew, will follow.

The directive, issued Tuesday by Okinawa Area Coordinator Benjamin T. Watson, orders an operational pause from noon Wednesday through noon Friday, local time. It applies to all U.S. military personnel on Okinawa.

During those 48 hours, operations will cease, off-base liberty will be prohibited and service members will be barred from drinking alcohol on or off base. Commanders and senior enlisted leaders will conduct training on standards, discipline and responsibilities within the Okinawan community.

The training will cover liberty rules, enforcement, alcohol awareness, Okinawan culture and alliance responsibilities.

“Every interaction with our neighbors either builds or undermines the trust that is essential to our team,” Watson wrote. “When that trust is damaged, it affects the strength of our alliance and the security of this region.”

Beginning Friday, the military will impose a 30-day “Period of Reflection.” All service members must be in their assigned quarters on base or at their off-base homes between midnight and 5 a.m.

The directive also calls for enhanced supervision at installation gates and a review of liberty policies and procedures. Recommendations will be presented to the Okinawa Area Coordinating Committee for a decision.

Watson said Japanese authorities arrested a Marine on October 4 in connection with the woman’s death in Naha, Okinawa’s capital. He said the military will continue cooperating fully with the investigation.

Devin Jacob Ballard, 20, is suspected of killing Anna Yagi, 39, at a hotel on Saturday and taking her wallet and backpack, according to police cited by Reuters. The suspect denied the allegations.

The III Marine Expeditionary Force confirmed that a Marine assigned to the command is in Japanese custody. The command and the U.S. Embassy in Tokyo said they are cooperating with Japanese authorities.

Japan’s government lodged a strong protest with the United States. Prime Minister Sanae Takaichi demanded full cooperation with the investigation, stricter discipline among U.S. military personnel and measures to prevent similar incidents.
