Cities Impose Teen Curfews, Crack Down After Violent Takeovers
Cities nationwide are warning teenagers ahead of Halloween weekend as officials introduce curfews, increase patrols and prepare enforcement efforts designed to prevent violent “teen takeovers.”
From New Jersey’s coast to the suburbs of Atlanta, communities are tightening restrictions after large gatherings in several areas attracted hundreds of teenagers and led to fights, police responses and arrests.
In Oak Park, Illinois, the police chief said the department is working to ensure the disorder seen during last year’s Halloween teen takeover does not happen again.

According to a department memo, roughly 500 teenagers descended on downtown Oak Park last Halloween. Fights and gunfire were reported, prompting police to request assistance from six nearby agencies.
Oak Park Police Chief Shatonya Johnson said the department will place additional officers on duty Halloween night and implement other steps intended to prevent another large-scale gathering.
In Chicago’s Hyde Park neighborhood, residents are also organizing their own response. A group called CollaBOOration plans to put a large number of adults on the streets to discourage large teen gatherings. Block Club Chicago reported that the group formed after violent Halloween gatherings in the area between 2016 and 2019.
“What we’re really trying to do is establish a critical mass on the street, possibly before the Halloween festivities even start,” founder Bennie Currie said. “So when these large gatherings happen, like we’ve seen every year, we will already have taken over 53rd Street … we’ll be walking up and down in orange shirts and keeping in contact with one another.”

In Covington, Georgia, anyone younger than 16 who is in the downtown area after 7 p.m. on Halloween must leave or be accompanied by an adult, CBS News reported. The city is located outside Atlanta.
Long Branch, New Jersey, police said they will strictly enforce a curfew for anyone under 17 on Oct. 30 and 31. The restriction will remain in effect from 8 p.m. until 6 a.m., News 12 reported.
Officials introduced the measure after a May teen takeover brought hundreds of people together, sparked multiple fights and resulted in six arrests.

National Police Association spokeswoman Sgt. Betsy Brantner Smith called the expanded Halloween preparations “a great idea,” saying teen takeovers show no signs of disappearing.
“On Halloween night, I can tell you from experience, our call volume goes up, you know, four or five, six times because people are calling because they’re because of fireworks. They’re calling because there’s a fight in a schoolyard. They’re calling because they can’t find their kid. There’s so many different things that people are calling the police for, and then you factor in this desire to have these large crowds of teenagers take over and, again, get it on social media,” Smith said.
